10mph speed limit to be introduced ‘at times’ on A40 in west Wales

Sections of a busy main road in west Wales will have speed restrictions set as low as 10mph for a period of up to a year and a half, according to the Welsh Government.

Wales Online is reporting that roadworks are set to take place on the A40 near Haverfordwest in Pembrokeshire which will result in a number of restrictions being imposed under section 14 of the Road Traffic Regulation Act 1984. The order is set to come into force on 3 February for a “maximum duration of 18 months”.

The sections of the A40 affected are located between Scotchwell Roundabout and Cardigan Road Roundabout on the outskirts of Haverfordwest town centre. Temporary 10mph, 20pmh, or 40mph speed limits will be imposed, as well as a ban on overtaking.

The statutory notice states:

“The Welsh ministers propose to make an order under section 14 of the Road Traffic Regulation Act 1984, which is necessary to undertake works on or near the A40 trunk road at Haverfordwest, Pembrokeshire.“

The effect of the proposed order will be to temporarily impose a 20mph or 10mph speed limit on the lengths of the A40 trunk road described in Schedule 1 and impose a 40mph or 10mph speed limit on the length of the A40 trunk road described in Schedule 2.”

According to the notice, ‘Schedule 1’ concerns temporary 20mph or 10mph speed limits and no overtaking on the length of the trunk road that extends from its junction with the northern side of Scotchwell Roundabout, Haverfordwest, to the National Speed Limit sign located 210 metres north of that roundabout.

In addition, the length of the trunk road that extends from a point 47 metres south of Cardigan Road Roundabout, Haverfordwest, to its junction with the southern side of that roundabout.‘

Schedule 2’ concerns temporary 40mph or 10mph speed limits and no overtaking on the length of the trunk road that extends from a point 210 metres north of its junction with the northern side of Scotchwell Roundabout to a point 47 metres south of Cardigan Road Roundabout, Haverfordwest.

The notice adds: “The 10mph speed limit will only apply during convoy working and no overtaking will be permitted at these times.“

The order will come into force on February 3. The temporary restrictions and prohibition are expected to operate intermittently for a maximum duration of 18 months.”
