After the M5 was closed in both directions between Junction 18 at Avonmouth and Junction 19 at Portbury due to a police incident. motorists were advised by police to “seek alternative routes” as huge queues built up on either side of the closure. However, the diversions led drivers into the Clean Air Zone, causing confusion.
According to Bristol Live, Avon and Somerset Police advised on X at 10.11am: “The M5 is closed in both directions between junctions 18 (Avonmouth) and 19 (Portbury) due to a welfare-related incident. Emergency services are at the scene, however there is significant congestion in the area.”
National Highways advised road users travelling on the M5 southbound to follow the hollow circle symbol on road signs, while motorists travelling northbound were told to follow the solid triangle symbol.
National Highways has acknowledged that both routes diverted drivers through the Clean Air Zone, but said that Bristol City Council has “confirmed the Clean Air Zone has been switched off for this closure”, meaning motorists would not face fines.
A statement on Bristol City Council’s website said:
“If your vehicle is diverted due to planned roadworks into the Clean Air Zone and you follow the signed diversion route, you will not have to pay the zone charge. Cameras on the route will be suspended.
“If you:
- paid a zone charge due to a road diversion you can apply for a refund of the zone charge
- received a Penalty Charge Notice (fine) due to the road diversion you can appeal the Clean Air Zone fine
“You must follow the diversion route. If you drive in the zone anywhere that is not on the signed diversion route you will receive a Penalty Charge Notice that you will have to pay.”
