GRAHAM have been appointed by Herefordshire Council to undertake initial works on the Hereford Bypass scheme, following procurement through The Civils and Infrastructure Framework that’s managed by Pagabo.
Under a Pre-Construction Services Agreement (PCSA), GRAHAM will carry out extensive design and technical development work following a competitive tender process.
The appointment marks a major step forward in the delivery of the long-planned infrastructure scheme, which will provide the first direct link between the A49 and A465 in the city.
Planned works will help to relieve congestion on key roads in the south of Hereford. By diverting traffic away from busy urban routes, the scheme is expected to improve journey times and reduce pressure on roads, while supporting better air quality.
GRAHAM will work closely with the council and project partners to progress the scheme ahead of construction, which is anticipated to begin in December.
GRAHAM has appointed AtkinsRéalis to support as multi-disciplinary design partner, providing detailed design including highways, civil, structural and environmental services.
Phase one will deliver a new 3.6km single carriageway linking the A49/Ross Road–Rotherwas Access Road roundabout with the A465 Abergavenny Road, with onward connection to the B4349 Clehonger Road. The route will include several structures and underpasses, including a bridge over the Hereford–Newport railway line – a key route connecting the Midlands with South Wales.
The bypass will also enhance access to the Hereford Enterprise Zone, improving connectivity between the A465 and the site. This is expected to support economic growth by addressing transport constraints and improving journey reliability for businesses and employees.
Environmental considerations are embedded within the scheme’s design. Plans include wildlife crossings, sustainable drainage, habitat creation, hedgerow planting and wider landscape mitigation to support biodiversity.
