Speeding ‘hotspots’ where a driver was recorded at more than 100mph will not have average speed cameras installed because they “do not meet the criteria”.
Following a petition from residents in March 2023 calling for average speed cameras on Eastern Avenue between Hamstel Road and Sutton Road a speed survey has been completed on the road, as well as on Royal Artillery Way, says the Echo News.
In just the first week of the survey from August 27 to September almost 1,000 drivers were recorded driving up to 60mph, 53 drove at speeds up to 80mph, 26 hit between 90mph and 95mph and one motorist drove at an astonishing 100mph.
However, the Safer Essex Roads Partnership concluded the roads do not meet the casualty reduction criteria for speed cameras.
A report to councillors showed there have been four serious accidents on Eastern Avenue since 2022.
In addition it comes in the wake of the death of Carly Hicks, 37, from Shoebury, who died in hospital after a single-vehicle collision in Royal Artillery Way shortly before 11.30pm on 20 May.
The Safer Essex Road Partnership report, which will be discussed by the traffic regulation working party on Monday, recommends a further study of Royal Artillery Way.
Daniel Cowan, leader of the council and chairman of the working party, said: “Road safety is paramount and where we can make improvements, we will always seek to do so.
“The recommendation from officers not to proceed is based on the site not meeting the Safer Essex Roads Partnership criteria. However, we are looking at reviewing a wider area, including Royal Artillery Way, to ensure we have suitable options to consider.”
The subsequent speed surveys were increased to include both the 40mph Eastern Avenue and 50mph Royal Artillery Way.
The highest 24-hour average speed recorded on Eastern Avenue was 43.1mph, which does not meet the Safer Essex Roads Partnership guidance threshold of 46mph.
The highest average speed on Royal Artillery Way was 54.3mph, which does not meet the Safer Essex Roads Partnership guidance threshold of 55mph.
