Wolverhampton issues tender for Black Country Highways Works Framework

The City of Wolverhampton Council, on behalf of Black Country Transport, is the Contracting Authority for the Black Country Highways Works Framework, in partnership with the following Partner Organisations:

• Birmingham City Council
• Dudley MBC
• Sandwell MBC
• Walsall MBC
• City of Wolverhampton Council
• Wolverhampton Homes
• West Midlands Combined Authority

The new procurement exercise is for a new Highway Works Framework to replace the current Black Country Minor Works Framework, which is approaching expiry, according to Pro Contract.

The scope of the Framework includes:

• Excavation of existing carriageway, footways
• Landscape areas and removal of trees
• Flexible pavement and footway construction
• Removal and installation of road markings
• Signing works
• Installation of new drainage
• Installation of new traffic signals and pedestrian crossings
• Installation of lighting columns, bollards and electrical connections
• Infilling of existing subway and associated demolition works
• Protection to existing underground services if required
• Co-ordination of Statutory Undertakers works
• Associated landscape works
• Construction of park and ride facilities

The estimated value of Works expected to be procured through the Framework during the 4-year term excluding VAT is £150,000,000 but there are no guarantees of minimum or maximum value or business placed as a result of the Framework Agreement.

The procurement is divided into four lots. Tenders may be submitted for a maximum of any 2 lots

• Lot 1 – Under £250,000
• Lot 2 – £250,000.01 to £750,000
• Lot 3 – £750,000.01 to £5,000,000
• Lot 4 – £5,000,000.01 to £10,000,000

The expression of interest window is open until noon on 12 December.
