Old Crumlin Road in Pontypool was closed yesterday after manhole covers were found to have been removed.
Gwent Police confirmed they were informed by Torfaen Council at around 10.15am that two covers had been taken up, creating a safety concern for pedestrians, said the South Wales Argus.
The closure was put in place between Woodland Park and Robert Price. Diversions were set up, though traffic in the area was reported to be coping well.
Officers announced shortly after 1pm that the road had reopened.
