The City of Santa Cruz de Tenerife has signed a €4.95 million contract modification with Kapsch TrafficCom to modernise its Mobility Control Centre and expand the use of the EcoTrafiX mobility management platform. The agreement, signed together with a two-year extension of the existing contract, will bring traffic control, video management, incident handling and mobility analytics into an integrated operational environment.

“Santa Cruz de Tenerife is taking an important step toward a more integrated approach to urban mobility,” says Juan Zamakona, General Manager Iberia at Kapsch TrafficCom. “EcoTrafiX will give the city a central platform for managing its growing mobility ecosystem and making better use of operational data.

The project also provides a strong foundation for adding further mobility services as the city’s requirements evolve.” Integrated management for a growing mobility ecosystem At the center of the project is the migration and reconfiguration of EcoTrafiX on the infrastructure of the city’s new Mobility Control Center. Kapsch TrafficCom will integrate newly installed traffic controllers, communications equipment and up to 100 cameras into the central platform.

An AI-based video analytics module will support the analysis of video data. Its functions include vehicle counting and classification, queue detection, wrong-way driving detection, pedestrian detection, speeding control and traffic-light compliance monitoring. The system will also integrate camera recording, video wall displays and the operator workstations. Incident management will be incorporated into EcoTrafiX, enabling incidents to be generated automatically and managed through a central Event Manager. Communication interfaces will connect the Mobility Control Center with the City Council and the police, supporting coordinated responses to planned events and unexpected disruptions.

The project includes the creation of 30 Business Intelligence dashboards covering areas such as traffic volumes, travel times, average speeds and vehicle movements between different areas of the city. These dashboards will provide the Mobility Department with a more comprehensive view of traffic conditions and support data-driven operational planning.

An adaptive traffic control module will also be deployed at five complex intersections. Based on traffic data collected from the road network, the module will optimize signal cycles, green light timing and coordination between neighboring intersections. This will allow traffic plans to respond more closely to actual demand and help reduce delays and unnecessary stops. EcoTrafiX will additionally integrate the city’s bollard and access management systems, including existing legacy applications, in the Control Centre. This will give operators a centralized view of systems used for traffic management, access control, urban-space management and incident response.

The current project represents a first step toward a more ambitious mobility platform capable of coordinating traffic management, public transport supervision, parking, logistics and police-related information. The planned approach will use mobility data and AI-supported analytics to give the city a more complete operational view across different transport modes and municipal services.
