Marlborough Highways has secured a £170m contract to deliver highways maintenance and street lighting upgrades across the London Borough of Havering.
The London-based SME has been appointed to both lots of a two-lot contract covering highway maintenance and capital works (lot one), and street lighting and minor improvement works (lot two).
The Highway Services Contract includes the maintenance and improvement of the borough’s roads and footways, flood management, traffic and parking improvements, and emergency response services. New responsibilities, such as winter maintenance and gully cleaning, represent a significant expansion of Marlborough’s remit. Meanwhile, the Street Lighting Services Contract marks an exciting opportunity to maintain and enhance the borough’s lighting infrastructure, including illuminated signage, related electrical works, and the implementation of a modern Central Management System to improve energy efficiency and operational reliability.
The overall contract runs for an initial six years, with the option to extend for a further four, subject to performance against key performance indicators. The borough said the values were “indicative and based on funding availability, with no guaranteed spend.”
Both contracts were procured using the competitive procedure with negotiation under the Public Contracts Regulations 2015, the council announced yesterday. Two bids were received for lot one, and three for lot two.
The highways contract is valued at £145m, while the street lighting contract is worth £25m.
Work under the highways lot includes reactive and planned maintenance on roads, footways and cycleways. It also covers new-build highways and public realm schemes, including junction improvements, traffic-calming measures, and installation of bus stop facilities.
Lot two covers street lighting maintenance and improvement works, including repairs and upgrades to illuminated traffic signs, bollards, Belisha beacons and feeder pillars. It also includes electrical cable installations and maintenance of traffic signals.
The scope of both contracts is limited to the boundaries of the borough. Marlborough Highways will be responsible for all routine, reactive and planned activities across Havering’s road network and lighting infrastructure.
