A report that recommends Councillors in. Surrey’s Mole Valley approve a strategic spending programme to deliver infrastructure supporting new development in the district until 2039 will be considered at the Cabinet meetings on 22 July.
Mole Valley District Council is committed to investing in the community infrastructure needed to support future growth. Through the Community Infrastructure Levy (CIL), we expect to secure around £35 million to help deliver active travel infrastructure, education and healthcare provision, and other vital facilities alongside new development. Since CIL was introduced in 2016, over £11 million in Strategic CIL funding has been collected from developers building new homes and retail premises in the district.
The report recommends that the Cabinet approves the district’s first Strategic CIL (SCIL) Priority Spending Programme (PSP) to support the provision of infrastructure and enable sustainable, Local Plan-led growth in Mole Valley. The programme commits investment for vital infrastructure such as health provision in Ashtead, Bookham and Leatherhead, early years provision in Ashtead and Dorking, North Downs train station improvements in Dorking, as well as investment in the district’s parks.
The timescale of delivery aligns with the anticipating phasing for new housing in the district, ensuring that much-needed housing comes with appropriate infrastructure. MVDC is only the provider of a small proportion of the infrastructure listed in the PSP, with the majority provided by other organisations.
Councillor Bradley Nelson, MVDC’s Cabinet Member for Planning & Infrastructure, said:
“Making SCIL funding available for agreed projects is a big step forward. It gives infrastructure providers the confidence to plan and invest, knowing support is in place. This is key to unlocking the infrastructure needed for crucial housing developments and supporting the area’s planned growth. Once providers have presented their detailed plans, MVDC can release funding to help make these projects happen.”
