Silvertown Tunnel on target to open next week

The new Silvertown Tunnel opens on 7 April 2025 linking Silvertown to the Greenwich Peninsula in east London. Our modelling shows, it will help to reduce congestion at the Blackwall Tunnel, deliver faster journeys during peak times, help manage overall air quality and allow for better cross-river public transport. This new 1.4km road tunnel, with dedicated bus lanes, was first proposed in 2012 and plans were approved by the Secretary of State for Transport in 2018.

To deliver these benefits, charges will apply to both the Silvertown and Blackwall Tunnels. Without the charges, traffic would increase in both tunnels causing delays and congestion, which contribute to poorer air quality.

About 25,000 vehicle journeys a day are expected to use the tunnel that will link North Greenwich with Canning Town and the Royal Docks

Drivers will pay a peak rate of £4 per crossing and £1.50 off-peak, with no charge between 10pm and 6am, with the tolls and fines expected to generate in excess of £100m a year.

The user charge is designed to manage levels of traffic using the tunnels. It will also pay for the construction and ongoing maintenance and operation of the scheme. David Rowe, TfL’s director of investment planning, said: “The first thing we will be doing is repaying the cost of the tunnel. It’s a PFI-type scheme. We repay those costs over 25 years. Any other amounts left over will be reinvested in transport in London. We have got exciting future plans for the DLR to Thamesmead, which we are really keen to take forward.”
