TRL publishes report into road condition monitoring technologies

The Department for Transport has released the TRL-authored road condition standard, introducing innovative data collection to improve monitoring, consistency and transparency across England’s local road networks.

In 2023, the Department for Transport worked with TRL to develop and trial a demonstration process for approving new Road Condition Monitoring technologies, building on an earlier comparability study in Surrey. Trials were conducted across representative networks in Cumberland, Essex and Liverpool, with data collected over staggered four-week periods by both technologies and 19 road engineers.

Engineers reported condition in accordance with PAS 2161, and the modal engineer rating formed the benchmark for performance assessment. Technologies also completed repeat surveys on specified sub-routes to assess measurement consistency. Following a second calibration to improve alignment, a provider benchmark was established to assess inter-technology agreement.
