Monotch-Contra Costa project to showcase real-time digital infrastructure and connected mobility

Monotch and the Contra Costa Transportation Authority (CCTA) in California have announced a US project to demonstrate TLEX cloud deployment, showing how real-time connected mobility services can be enabled using US traffic signal standards.

Both organizations are active members of the Coast2Coast (C2C) transatlantic collaboration. This project initiative was born of a C2C visit to the Netherlands, including CCTA leadership, during which the nationwide deployment of the TLEX platform was demonstrated.

The project will be live on Treat Boulevard in Concord, California. This real-world demonstration is a collaboration with the CCTA and the City of Concord and was made possible with support from the Dutch Enterprise Agency (RVO).

During the one-year live demonstration period, TLEX establishes a real-time, bidirectional connection with Cubic Traffic Light Controllers (TLCs) in accordance with US standards. The first phase of deployment focuses on creating technical prerequisites for connected mobility in a US environment, including intersection topology, real-time data exchange, and automated data quality control.

Building on this foundation, the second phase of the project also explores connected mobility use cases and operational functions, including Green Light Optimized Speed Advisory (GLOSA) / Time-to-Green (TTG), holistic priority and pre-emption, support for management and maintenance processes, and multi-jurisdictional capabilities.

“This project shows what is possible when public agencies, technology providers, and international partners work together on practical connected mobility innovation,” says Tim Haile, Executive Director of CCTA. “By demonstrating real-time, bi-directional data exchange with existing traffic signal infrastructure, we are laying the groundwork for safer, smarter and more coordinated mobility services.”

For Monotch, the project marks an important step in bringing its proven TLEX platform capabilities to the US market.

“TLEX already supports large-scale connected mobility ecosystems in Europe. This deployment demonstrates that the same platform approach is adaptable to US standards and infrastructure,” explains Menno Malta, CEO at Monotch. “It proves that any and all road authorities can build on existing traffic infrastructure while preparing for the next generation of connected mobility services.”

The project provides a scalable foundation for future applications such as GLOSA, traffic signal priority, pre-emption, emergency vehicle alerts, and many other connected mobility services.
