Edinburgh City Council has opened applications for its roads and transport infrastructure construction framework, which has a combined value of £101.7M.
It is a renewal of a framework that was last refreshed in 2018, with contractors including Tarmac, Colas, Mackenzie Construction and other companies, having won places.
There are 14 lots in the new framework and contractors are permitted to submit tenders for all of them. The Council is looking for up to six contractors on each lot. Starting later this year, they will all last for 48 months and are not subject to renewal. All tenders will be judged 30% on quality and 70% on pricing, reports New Civil Engineer.
The 14 Lots are below.
Lot 1: Major Projects (Junction Improvements, Public Realm, Active Travel, Road Safety and Public Transport improvements)
The works will include, but are not limited to:
- Public realm projects (including hard and soft landscaping)
- Junction improvements (including Traffic Signals)
- Road realignments
- Cycleway and footway construction and reconstruction
- Road safety projects
- Public transport projects
- Street lighting infrastructure renewal
- New and refurbished signal-controlled crossings
- Drainage (improvements, repairs and cleaning) and ducting works
- Sustainable Urban Drainage Systems (SUDS)
Lot 2: Major Carriageway and Footway Maintenance and Renewal
Value: £250,000 to £2M
The works will include, but are not limited to:
- Major resurfacing or reconstruction of bituminous carriageways
- Junction improvements (including Traffic Signals)
- Cycleway and footway construction and reconstruction
- Street Lighting infrastructure renewal
- Drainage (improvements, repairs and cleaning) and Ducting Works
Lot 3: Minor Carriageway and Footway Maintenance and Renewal
Value: £50,000 to £250,000
- Minor resurfacing or reconstruction of bituminous carriageways
- Cycleway and footway construction and reconstruction
- Drainage replacement and repairs, cleaning and ducting work
Lot 4: Minor Works
Value: Schemes up to £50,000
The works will include but are not limited to:
- Bituminous surfacing works
- Hard landscaping
- Soft landscaping
- Drainage repairs
- SUDS maintenance
- General civil engineering works
Lot 5: Surface Treatments
The works will include but are not limited to:
- Carriageway & Footway Patching
- Carriageway surface dressing
- Carriageway micro asphalt surfacing
- In-situ recycling and resurfacing
- Slurry surfacing
- Adjustment of street furniture and gullies
- Renewal of road markings
Lot 6: Footways, Paved Areas, Hard Landscaping and Natural Stone Flags & Setts
The works will include but are not limited to:
- Bituminous footways
- Precast concrete flag footways
- Natural stone flag paving
- Natural stone sett paving
- Block paving
- Kerbs and Channels (precast concrete and natural stone)
- Street lighting infrastructure renewal
- Drainage (improvements, repairs and cleaning) and ducting works
- Footway dropped crossings, tactile paving and ancillary works
- Adjustment of street furniture and gullies
- Renewal of road markings
Lot 7: Carriageway and Footway Patching Works
The works will include but are not limited to:
- Patching repairs to defective bituminous carriageways
- Patching repairs to defective bituminous footways
- Spray injection patching
- Renewal of road markings
- Adjustment of street furniture and associated works
Lot 8: Maintenance of Surface Water Drainage Systems and Associated Works
The works will include but are not limited to:
- Provision of specialist vehicles, equipment and operatives to carry out routine and emergency cleaning of surface water road drainage systems
- Gully cleaning
- High pressure jetting of drainage pipes
- Camera survey works
- Trial pits
- Gully replacement
- Drainage pipe installation, renewal and replacement
- Manhole construction/installation, renewal and replacement
Lot 9: Street Lighting Installation Works
The works will include but are not limited to:
- The removal and installation of lighting columns
- Wall brackets
- Lanterns
- Extension sleeve brackets
- All cabling and electrical works,
- Numbering of columns
- Laying ducting
- Tracking and permanent re-instatement of both footway and carriageway
Lot 10: Vehicle Restraint Systems
The works will include but are not limited to:
- Condition assessment of existing road restraint systems
- Condition assessment reports with recommendations and costings
- Design of replacement road restraint systems
- Replacement of road restraint systems
Lot 11: Coring and Materials Testing
The works will include but are not limited to:
- Taking core samples in bituminous, cementitious and other materials
- Production of core reports
- Ground bearing pressure and other soil property testing
- Site and laboratory testing for the presence of coal tar and other contaminants
- Laboratory reports and interpretation of results
- Trial pits and trial trenches and logging of results (including presence of underground services and their locations)
Lot 12: Surveying
The works will include but are not limited to:
- 3D topographical surveys
- Ground penetrating radar (GPR) surveys and reports
- Preparation of CAD drawings in AutoCAD format of surveys
- Provision of electronic survey data in appropriate format
Lot 13: Structures
The works will include but are not limited to:
- Construction of new bridges of various materials
- Masonry works, including use of lime mortar
- Concrete repairs, including spray applied and anode installation
- Steelwork repairs, including site welding and plating
- Blasting and painting
- Ancillary works such as waterproofing, drainage, bearings, joints, de-vegetation and graffiti removal
Lot 14: Road Markings
The works will include but are not limited to:
- Removal of carriageway markings
- Installation of carriageway markings
- Installation of high friction surfacing
- Installation of road studs.
