Former DfT Director General Steve Gooding to give keynote at the JCT Traffic Signals Symposium

The popular JCT Traffic Signals Symposium is welcoming industry sage Steve Gooding to give its keynote address at this September’s event at its new venue in Leeds.

As a leading figure in the world of motoring and transport policy, in his Keynote Address “The Future?”, Steve aims to sketch out some of the challenges that are set to be posed for transport and traffic management professionals – should we be expecting more of the same or a radical departure from the world as we’ve known it from our policy-maker customers?

Steve Gooding is the Director of the independent research charity the RAC Foundation, Past-President of Chartered Institute of Logistics and Transport, a Fellow of the Chartered Institution of Highways and Transport, Trustee of The Rees Jeffreys Road Fund, Visiting Professor at the University of the West of England and a former Director General at the Department for Transport. He also chairs the DfT Transport Technology Forum.

He will be speaking on the first day of the event at the Royal Armouries Conference Centre.  The Symposium also includes more than 20 learned papers about traffic signal technology and management, from a range of industry experts.  There is also a new

panel session, nicknamed “Signallers’ Question Time” to support local authorities looking for help in managing their road networks amid changing requirements.

Talking of his keynote session, Steve said: “It’s a pleasure to be invited to speak at the JCT. The last thing attendees need would be me talking about the nuts and bolts of traffic control, since they are the experts, so my aim will be to put their work into context – what’s the bigger picture, today, and what are the challenges and opportunities coming down the road that delegates should have in mind?”

“Since we have introduced our guest keynote session to the Symposium, they have become a key part of the programme,” explained JCT Director John Nightingale, who organises the event.  “I know Steve will be a great speaker because he never pulls any punches or fails to say it like it is.  I look forward to hearing his perspective, both from the RAC Foundation and from his years in government that mean he knows how decisions really get made, and influenced, and can offer views on how our delegates can use their voices to make a difference.  And, of course, to hear how things look from a motorist’s and motorcyclist’s view.”

This year’s JCT Traffic Signals Symposium takes place at the Royal Armouries Conference Centre in Leeds from 24-25 September 2025.  It features two days of academic presentations alongside a large exhibition and two evening networking events. The MOVA Users Group is at the same venue on the 23rd of September and a combined booking can be made for both events.
