The London Borough of Haringey has awarded a £454,271 contract to Brightly Software for the continued provision of its Confirm Enterprise Asset Management (EAM) system, the council’s primary platform for managing infrastructure assets, says UK Authority.
The system, which has been in use for over 15 years, supports the management of highways, street lighting, parks, and public amenities, as well as core processes such as asset registration, inspection scheduling, and statutory reporting. Over 150 council staff across departments, including highways, environmental services, parks, finance, and ICT, rely on the platform daily.
The direct award to Brightly Software was justified under the Procurement Act 2023, citing intellectual property rights and technical exclusivity. According to the council, Brightly is the sole provider legally permitted to deliver updates, security patches, and technical support for the proprietary Confirm EAM system.
The software’s deep integration with existing ICT infrastructure, such as its real-time GIS synchronisation, finance workflows, and mobile field applications, means that replacing it would pose significant technical and operational risks.
A council spokesperson noted that transitioning to an alternative solution would require extensive custom development, with estimated costs exceeding £100,000 for onboarding, retraining, data migration, and system integration. The move could also disrupt services, risk data loss, and potentially lead to statutory breaches, given the system’s role in compliance with legislation such as the Highways Act 1980 and the Environmental Protection Act 1990.
