Marlborough Highways has announce that it has secured a comprehensive Highways Term Contract with the Royal Borough of Greenwich. The agreement, which builds upon previous operations delivered by Marlborough in Royal Greenwich, commenced on 1 April 2024, and primarily involves maintenance and improvement works to the roads and footways network.
Marlborough already has a presence in nine other boroughs in the Capital, bringing a huge amount of experience and expertise to Royal Greenwich. But the new contract signifies the first major operations for Marlborough in South London, with the expansion forming part of the company’s ambitious growth plans.
Budgeted for up to £7 million per annum, the four-year contract has the option to be extended for up to four additional years, with a maximum value of £56 million across the period. The award follows previous Traffic Management operations in Royal Greenwich by Marlborough, which began in 2022. The new maintenance and improvements operations include works to kerbs, footways and paved areas, road marking services, drainage works, fencing, earthworks, landscaping, and the installation and upkeep of street furniture. The significantly increased scope of services also comprises a provision for emergency call outs, with Marlborough tasked with associated civil engineering works, street cleaning, winter maintenance operations and more.
The Highways Term Contract was awarded following a competitive bid process, in which Marlborough demonstrated the ability to deliver operational excellence, while providing a strong return on investment. The tender submission also highlighted Marlborough’s commitment to the strategic vision of the Royal Borough of Greenwich, which seeks to make everyone in Royal Greenwich safer, with vibrant neighbourhoods that are attractive and meet the needs of residents.
Marlborough’s new operations are boroughwide, so as well as works in the historic Town Centre, the remit includes the vibrant areas of North Greenwich, Woolwich, Eltham, Plumstead, and the eastern communities of Deptford. Marlborough is delivering the programme from a new dedicated depot in Royal Greenwich, which is home to a fleet of high-performance plant machinery and specialist highways maintenance vehicles. Marlborough’s Royal Greenwich team are supported by staff from the company’s Brentwood depot, and head office in Chelmsford, Essex, with its accredited in-house training facilities and expert Health & Safety team and Quality and Environment divisions.
As part of efforts by the Royal Borough of Greenwich to foster a fairer and healthier community, Marlborough is conducting a significant series of social value initiatives throughout the Contract period. This includes prioritising resident employment through the creation of local jobs and apprenticeship placements, as well as the provision of training and educational courses delivered by qualified members of staff. Marlborough is also engaging with schools and colleges and supporting community organisations in Royal Greenwich through a range of initiatives including employee volunteering. The use of local supply chain partners is also important, with Marlborough committed to using locally sourced materials and services wherever possible.
Marlborough and the client share a passion for the environment, with the Royal Borough of Greenwich dedicated to becoming Carbon Neutral by 2030 and Marlborough committed to becoming Net Zero by the end of 2025. In support of these efforts, Marlborough is using eco-friendly building materials and employing pioneering construction methods throughout Royal Greenwich, ensuring projects are delivered sustainably and to the highest quality. Working with an independent consultancy, all schemes are being expertly assessed using a Carbon Footprint Calculator, with electric vehicles, biofuel powered plant, and renewable energy supplies amongst the green technology being deployed across Royal Greenwich. Furthermore, Marlborough is diverting 100% of the Contract construction waste from landfill.
