Marlborough Highways strengthens long-standing partnership with Southend-on-Sea

Marlborough Highways has announced the continuation and expansion of its long-standing partnership with Southend-on-Sea City Council. Starting April 2026, the company will deliver a full-service Term Maintenance Contract (TMC) under a new seven-year agreement, which has the potential to be extended a further seven years.

This contract builds on the existing responsibilities in the community. In addition to enhancing and maintaining roads, footways and street lighting, the contract will see continued improvements to traffic management, car parks and the foreshore, alongside delivery of civil engineering schemes, and a comprehensive winter service. This diverse scope of work ensures residents and visitors alike can keep moving safely and smoothly all year round.

As a coastal city, Southend-on-Sea is taking steps toward a greener future. We’re supporting this ambition by making a significant investment in electric plant and vehicles, reinforcing our own commitment to becoming a carbon-neutral organisation.

Matthew Revell, Managing Director of Marlborough Highways said:

“This isn’t just about maintaining Southend’s infrastructure – it’s about supporting the city’s future. Building on a partnership of more than a decade, we’re bringing fresh investment and expertise to ensure residents benefit from safe, reliable roads and public spaces all year round. Our team is proud to continue delivering the quality and service the city expects.”

Cllr Daniel Cowan, Leader of Southend-on-Sea City Council, added:

“This new contract is great news for residents. It will keep our streets and public spaces safe, reliable, and easier to use, while creating local jobs and supporting community initiatives. It’s also a key step in delivering this administration’s ambitious investment programme to improve our highways and public realm.
