Cumberland Council has announced a new Operated Plant Framework valued at up to £5.64 million, which will provide the council with operated plant machinery for its highway service and will be in effect for four years, from 1 January 2026, to 31 December 2029. This framework aims to support both programmed and reactive works throughout the year by providing access to essential equipment.
Suppliers can bid for one or more than one or all lots. Each lot will be evaluated separately as per the Evaluation Criteria. Suppliers may be restricted to the number lots they are accepted onto based on their capacity. All suppliers will be ranked based on a price quality assessment. Rankings will be reviewed bi-annually based on actual performance assessed through KPI scores.
What the framework provides:
- Operated Plant: The framework will supply the council with operated plant machinery, such as excavators and other heavy equipment, to support its highway maintenance and construction activities.
- Support for highway services: The operated plant is intended to help the council with both planned (programmed) and unplanned (reactive) highway works.
- Duration: The framework is expected to run for four years, from 1 January 2026 to 31 December 2029.
Purpose of the framework:
- Efficient procurement: By using a framework agreement, Cumberland Council can streamline the procurement process for these services, ensuring a reliable and efficient way to access the necessary operated plant.
- Support for diverse needs: The framework will support a wide range of activities, from routine maintenance to more significant construction projects within the council’s area.
The deadline for enquiries is 17 October 2025 at 12:00pm and the tender submission deadline is on 3 November, also at 12:00pm.
