LCRIG appoints Kim Harper as Head of Highways Policy, Innovation & Knowledge

The Local Council Roads Innovation Group (LCRIG) has appointed Kim Harper as its new Head of Highways Policy, Innovation & Knowledge, a newly created role within the organisation. In this key position, Kim will lead the Knowledge & Innovation Network, supporting LCRIG members in navigating highways policy developments, contributing to national conversations, and translating sector challenges into practical, scalable solutions.

Kim joins LCRIG from Central Bedfordshire Council, where she most recently served as Efficiency & Programme Manager. With nearly two decades of experience in local government, Kim has successfully managed highways teams across both unitary and county councils, demonstrating expertise in policy development, innovation, and continuous improvement. Her extensive background spans areas such as asset management, digital transformation, funding, and service reform, with a strong focus on turning data and insights into practical outcomes that drive sector progress.

As Head of Highways Policy, Innovation & Knowledge, Kim will play a key role in strengthening member support and fostering greater collaboration across the highways sector.

Kim shared her enthusiasm for the role, commenting:

Having spent my career in local government highways, this feels like a natural next step – bringing together my experience in policy, innovation and delivery to support the sector more widely.
