The Department for Transport has launched a consultation on proposed updates to the Safety at Street Works and Road Works Code of Practice, the first major review since 2013.
The draft code includes significant changes aimed at improving safety, accessibility and consistency across street and road works, including:
• Safer pedestrian routes and improved accessibility standards
• Enhanced protection for disabled and vulnerable road users
• Updated guidance for cyclists and temporary traffic management
• New definitions for hard and soft road closures
• Improved requirements for mobile and short-duration works
• Stronger guidance for works near level crossings and tramways
These changes will affect utilities, highway authorities, contractors and anyone involved in planning or delivering works on the public highway.
The Mast and Tower Safety Group is encouraging its members and industry stakeholders to review the proposals and submit their views. This is an important opportunity to help shape future standards and ensure the guidance remains practical, effective and focused on protecting workers and the public.
The consultation is open until 14 December 2026.
