National Highways outlines £14.5bn ‘small improvement and renewal’ upgrade framework

National Highways has published a pipeline notice for a new procurement framework worth up to £14.5bn to deliver small improvement and renewal works across England’s major road network.

The Scheme Delivery Framework 2 (SDF2) is intended to replace the current Scheme Delivery Framework and Pavement Delivery Framework, which expire in early 2027. The new arrangement will run for more than eight years, from March 2027 to September 2035, according to Construction News.

SDF2 will be used to procure works and design services covering the entire Strategic Road Network (SRN), which spans over 4,500 miles of motorways and major A roads across England.

According to the pipeline notice, National Highways aims to appoint specialist contractors to deliver civil and structural renewals, barrier and drainage schemes, pavement upgrades, traffic management and associated design work. These services will be delivered in all regions of England, as with the previous frameworks.

The client said it intends to improve delivery across the SRN by refining how it collaborates with its supply chain. The framework is expected to remain a key route for small and medium-sized firms and voluntary, community and social enterprise organisations to access work.

National Highways has provisionally scheduled the contract notice for publication on 22 January 2026.
