James Bulleid among four senior Advisory leaders appointed by Amey

Amey has announced the appointment of four senior leaders to its restructured Advisory business. They will help accelerate Amey’s expansion into new markets as we support clients address climate resilience and increasingly complex infrastructure challenges.

James Bulleid (pictured below) has been appointed Sector Director for Advisory and will be responsible for leading the business sector. He steps into the role from his previous position as Business Director for Energy Transition and Sustainability. He will play a key role in establishing the Advisory business more prominently at the heart of Amey’s growth ambitions. James brings a wealth of experience from Amey, WSP and Costain, with significant expertise spanning contracting, engineering design and advisory, alongside a strong track record of client delivery and operational leadership.


In terms of Delivery Director appointments, Chris Gray, Delivery Director for Water, Environment and Energy, will lead Advisory’s services across these sectors. He joins Amey from AECOM, where he spent over 25 years, most recently as Head of Water, UK&I, Europe and India. Chris brings extensive experience working with public and private clients, government organisations, and contractors globally. With a background in civil engineering, he has led nationally significant infrastructure schemes from asset management and decision‑making through to design and implementation.

Gareth Podesta, Delivery Director for Defence and Public Estates, will lead Advisory services for defence and central government, overseeing market strategy, client relationships and portfolio growth. Gareth brings more than 20 years’ experience in security‑sensitive public sector environments, including five years at Deloitte Consulting advising senior government and defence technology leaders, alongside senior roles at Deloitte, BAE Systems and the Foreign, Commonwealth & Development Office. His expertise includes CIO advisory, digital and technology strategy, large‑scale transformation and developing early‑stage client needs into deliverable propositions.

Tom Kinnear, Delivery Director for Transport, will lead Amey’s transport advisory services across highways, rail, aviation and ports. With more than 20 years’ experience in transport consulting, Tom combines deep sector knowledge with a strong track record in delivery, helping infrastructure owners translate strategy, data and technology into measurable improvements in asset performance, environmental outcomes, and value for money. His career includes senior roles at Deloitte and Network Rail, working with major UK transport authorities and operators on complex, nationally significant programmes.

The Advisory business is aligned around priority markets including transport, defence, health, nuclear and energy, with strengthened capabilities spanning asset management, AI adoption and readiness, data, energy management, estates, biodiversity and net positive solutions. The new team will also support Amey’s ambition to grow in new territories, including the USA, Australia, the Republic of Ireland and the Caribbean.
