Transport for Greater Manchester (TfGM) is seeking a cloud-hosted, AI-assisted Intelligent Transport Systems (ITS) platform designed to bring together real-time transport data and give operational teams a more joined-up view of the region’s network.
The move towards a ‘Single View of the Network’ could signal an important shift in the way Intelligent Transport Systems are deployed and used across the highways sector. Rather than relying on separate systems to monitor traffic, detect incidents and manage network operations, transport authorities are increasingly looking at how data from multiple sources can be brought together to provide a more complete, real-time picture of what is happening across their networks. For the ITS sector, this creates opportunities to move beyond individual technologies towards integrated, AI-assisted decision-support platforms that help operators identify emerging problems, understand their wider impact and coordinate responses more effectively.
If successful, this approach could offer a model for other authorities seeking to make better use of existing infrastructure and data, while placing greater emphasis on interoperability, integration and the practical value of AI in day-to-day network management.
The tender, titled ‘TfGM Single View of the Network’, sets out plans for a decision-support platform that will integrate and analyse multiple transport data feeds and systems, helping staff identify incidents, understand developing situations and coordinate responses more effectively, according to ProContract.
The system is intended to support 24/7 operations at TfGM’s Operational Control Centre, alongside the authority’s Highways ITS and Urban Traffic Control teams.
A key objective is to reduce the time spent manually searching for information and correlating data from different sources. By providing a unified operational picture, the platform is intended to improve incident detection, verification and prioritisation, while helping teams make more informed decisions about how to respond to events affecting the network.
The proposed platform is also expected to support organisational learning, helping TfGM develop a more consistent approach to operational decision-making. The authority is seeking a mature, configurable solution capable of integrating with multiple existing operational systems and data feeds.
The procurement represents an interesting development in the application of AI-assisted decision support to highways and transport operations, with the proposed Single View of the Network intended to bring together information that might otherwise be spread across separate systems.
The opportunity is listed on TfGM’s ProContract procurement portal, with expressions of interest open until 19 November 2026 at 12 noon.
The advertised contract period is due to run from 18 January 2027 to 17 January 2030. The tender notice does not specify an estimated contract value.
