Three more highways companies join the Tarmac/Kier JV as winners on the TfL Surface Transport Infrastructure Construction Framework

Costain, Eurovia, FM Conway and VolkerFitzpatrick have joined the Tarmac/Kier JV as winners on the Transport for London’s (TfL) Surface Transport Infrastructure Construction Framework.

The new framework will cover construction of future TfL walking and cycling schemes, including new Cycleways

TfL’s red routes, which are the busiest roads in the capital, consist of just of five per cent of all roads in teh city but carry 30 per cent of the traffic.

The new contracts will be used to deliver schemes to boost walking and cycling across the Transport for London Road Network (TLRN), including future projects to expand London’s growing network of high-quality Cycleways. These projects will be vital to enabling more people in the capital to make journeys by bike and on foot, which will help to cut congestion, air pollution and road danger across London.

The contracts also cover renewals work on much of the infrastructure that the Transport for London Road Network depends on, including its bridges, road tunnels and river assets. Renewals work typically takes place every few years and is more significant than day to day maintenance, for which separate contracts are awarded. The contracts also cover the construction of enhancements to these assets where needed. Contractors will be asked to deliver early input, design and construction work through the framework.

The framework runs for six years from April 2021 until March 2027, for use by TfL, London Boroughs and other authorities whose developments impact on the TfL Road Network.

Nick Fairholme, TfL’s Director of Project and Programme Delivery, said: “Our network of red routes are the arteries of London’s road network and play a vital role in helping people get around the capital safely, whether they are walking, cycling, getting the bus or driving.

“This new contract framework will help us to deliver further vital walking and cycling schemes across London, and ensure that these important infrastructure assets on our road network are safe and well maintained for years to come.”

Sue Kershaw, Managing Director of Transportation at Costain said: “We have a long-standing relationship with Transport for London, and we will continue to work together closely over the next six years.

“As a trusted partner to TfL, we will carry out renewals work on complex infrastructure within the Transport for London Road Network. Drawing on our extensive experience of complex programme delivery, our consultancy capability and digital DNA, we will optimise effectiveness and maximise value to TfL and its users.”

Phil Skegg, Managing Director, Eurovia Contracting said: “We are excited to be supporting TfL on the evolution of STIC – creating a new delivery route with the necessary capacity and resilience to deliver medium to high complexity projects and programmes in the capital. Our teams look forward to delivering innovative, sustainable highways infrastructure solutions that make a positive difference for Londoners.”

John Cox, Managing Director of VolkerFitzpatrick’s Rail and Infrastructure business, said: “We are delighted to be appointed to deliver this significant piece of surface transport infrastructure and are looking forward to working closely with TfL over the next six years. Our team will help to deliver key projects across the network, that will play a vital role in enabling more people in the capital to make journeys by bike and foot, and which will help reduce congestion across the city.”
