FM Conway wins Westminster City Council major highways and public realm contract

Westminster City Council has awarded a major highways and public realm contract to FM Conway, working with WSP, to maintain and improve the city’s roads, pavements, and public spaces.

The contract runs for eight and a half years, with the option to extend for a further four years. It covers the design, construction, inspection, and maintenance of key infrastructure such as roads, pavements, street lighting, drainage systems, and bridges.

The council has redesigned the contract to reflect how these services have changed in recent years. It builds on lessons from previous arrangements and introduces clearer responsibilities, stronger oversight, and improved ways of tracking performance.

The procurement process was thorough and competitive, focused on delivering value for money and high-quality services for residents. FM Conway was selected following this process and will deliver the works with WSP, which will lead on design, flood risk management, and road safety.

Councillor Tim Mitchell, Cabinet Member for Environment and City Management, said:

“Following a detailed and competitive procurement process, we are pleased to award a modernised Highways & Public Realm contract to FM Conway. This new contract delivers clearer accountability, stronger oversight, and better value for money for our residents.

“The new arrangements introduce independent assurance, tougher performance standards, and improved digital reporting, directly addressing lessons learned from previous contracts and ensuring a more responsive and transparent service.

“FM Conway’s appointment follows a robust, multi‑bidder competition. Their established knowledge of Westminster’s network will support a smooth transition into a significantly enhanced contract that embeds our commitments to carbon reduction, climate resilience, social value, and high‑quality service delivery.”
