Rebuilding the foundation of asset management: LGTAG conference prepares the sector for “new incentives”

The Local Government Technical Advisers Group’s (LGTAG) 2025 President’s Conference was held at Bletchley Park in Milton Keynes earlier this month. The organisation’s new President, Emily See (pictured), opened the event which had the theme of Rebuilding the Foundation – Asset Management the key to infrastructure investment.

“Asset management means different things across sectors, often causing confusion,” said Emily. “In the UK, a pivotal moment came in 2004 with the publication of the Framework for Highway Asset Management by the County Surveyors Society and LGTAG. This was followed in 2013 by the Department for Transport’s (DfT) Highway Infrastructure Asset Management Guidance, developed under the Highways Maintenance Efficiency Programme (HMEP). In 2015, the DfT introduced the Highways Maintenance Capital Funding – Incentive Element Self-Assessment Questionnaire, marking a significant shift in the sector.

“However, in recent years, the sector has lost momentum. Competing priorities have hindered the full adoption of asset management principles.”

Earlier this year it was reported in the press that MPs had called England’s local roads a “national embarrassment,” criticising the DfT’s lack of action.

“This conference aims to reset the foundation of asset management, preparing the sector for potential new incentive elements from 2025–2026. It will bring together key decision-makers and thought leaders to promote collaboration, share best practices, and refocus on sustainable asset management.”
