Oldham Metropolitan Borough Council (OMBC) is looking to put a framework for highways related minor works in place. The Active Oldham Strategic Partnership Agreement’s term will be up to eight years and will be an “Open Framework”, which will be reopened at various times during the term as detailed in the Invitation to Tender. The council estimates that the total value of the framework is £20m excluding VAT (£24m including VAT).
OMBC anticipates appointing a number of companies, spread across several Lots, the details of which are yet to be fully decided.
The procurement route to market may change as procurement plans become clear in future therefore, we reserve the right to amend the proposed procurement route at any point up until the actual tender notice is issued. As such it may be determined that the procurement included in this pipeline may fall under the Public Contracts Regulations 2015, Procurement Act 23, Provider Selection Regime or the opportunity may be withdrawn altogether. Any amendments to the proposed procurement route will be updated within this notice once determined.
The proposed framework, currently at the pipeline notice stage, is expected to support a programme of typical highway improvement projects delivered under an NEC4 Engineering and Construction Contract arrangement, with the framework running from April 2027 to March 2031, with a possible four-year extension.
OMBC has stressed the opportunity remains subject to internal governance and approvals. No formal tender has yet been issued and contractors are not required to respond at this stage.
