Roads reform survey 2026 – opinions sought

The Department for Transport has commissioned the National Centre for Social Research (NatCen) to evaluate how the Roads Reform system is working – focusing on the RIS2 and Interim Settlement periods.

The survey is aimed at suppliers who have worked on the Strategic Road Network, either directly commissioned by National Highways, or via another supplier as part of the extended supply chain.

The Roads Reform system is a major structural and governance change in how England’s strategic road network (motorways and major A roads) is funded, managed, and held accountable. It’s not a single piece of technology or one policy, but a framework of reforms to make road management more long-term, transparent, and performance-driven.

The DfT says contractors’ insight is vital, and NatCen is assessing whether the Roads Reform system has delivered the intended benefits, offers value for money, and is resilient enough to meet future challenges and opportunities. This includes understanding how the system is experienced across the supply chain.

Suppliers should have received a survey by email. The deadline is 4 May.
