Costain, M Group and Octavius win places on Pagabo’s largest ever infrastructure framework

Three major infrastructure players – Costain, M Group and Octavius – have secured places on the £4.29 billion National Framework for Civil Engineering, Infrastructure and Enabling Works 2026, managed by procurement specialist Pagabo.

The four-year framework, which runs to 2030, is designed to give public sector and other eligible organisations access to a range of pre-qualified contractors for civil engineering, infrastructure and enabling works. It covers sectors including highways, rail, water, energy, aviation, defence, nuclear and environmental infrastructure.

Costain and M Group have both been appointed as Collaborative Partners for England and Wales, while Octavius has secured places on both the Highways (Civils and Infrastructure) and Rail lots.

Costain is one of three suppliers appointed to Lot 1 – Collaborative Partners for England and Wales. Its role will encompass end-to-end engineering and infrastructure services, from the earliest stages of project development through to delivery.

The appointment gives public and private sector organisations access to Costain’s strategic consultancy, engineering and delivery capabilities across sectors including rail, roads, aviation, water, energy, defence and civil nuclear.

M Group’s appointment as a Collaborative Partner for England and Wales gives the business a place as a pre-qualified delivery partner for public sector and regulated industry clients. Projects can be procured through compliant direct award and further competition routes.

The company said the framework will support its work across core markets including highways, water and environmental infrastructure, while also providing opportunities in adjacent sectors such as rail, aviation and defence.

Octavius has secured places on both the Highways (Civils and Infrastructure) and Rail lots, giving it geographical coverage across all framework value bands, from £100,000 to £5 million through to projects worth £30 million and above.

The tier one transport infrastructure provider already delivers highways, rail and multimodal transport infrastructure, as well as accessibility projects. Mike Todd, Octavius Head of Business Development for Highways, said the appointment would extend the reach of the support the company can provide.

“Octavius already serves these sectors with the creation and renewal of highways, rail, and multimodal transport infrastructure, as well as accessibility projects. This win extends further the reach of the support we can provide,” he said.

The new framework combines the scopes of Pagabo’s previous National Framework for Civils and Infrastructure and National Framework for Demolition and Land Preparation.

David Llewellyn, Construction and Infrastructure Director at Pagabo, said suppliers had been appointed based on evidence of their ability to collaboratively deliver high-quality infrastructure, civil engineering and enabling works projects across the UK.
