Via East Midlands has launched preliminary market engagement ahead of a proposed £5 million highways maintenance and civil engineering framework covering the East Midlands.
The company, which is owned and controlled by Nottinghamshire County Council, is seeking feedback from potential suppliers to help shape the procurement strategy, scope of services, contract structure and delivery model.
Published on 22 September, the notice outlines plans for a framework split into two lots, with Via intending to appoint up to three contractors to each.
Lot 1 would cover projects valued at up to £250,000, while Lot 2 would cover larger schemes valued between £250,000 and £5 million.
The proposed framework would run for an initial three years from 1 April 2027 to 1 April 2030, with the option to extend for two additional 12-month periods, potentially taking the contract through to 1 April 2032.
The scope of works is expected to cover a broad range of highways maintenance and civil engineering activities, including:
- Early contractor involvement and attendance at progress, programme and financial review meetings.
- Stakeholder engagement and liaison.
- Excavation, earthworks and ground stabilisation.
- Drainage installation and maintenance.
- Kerbing, edging and footway and carriageway resurfacing.
- Temporary works.
- Construction, maintenance and repair of bridges, retaining walls and other structures.
- Traffic management services, or working alongside traffic management arrangements provided by Via.
The framework could also encompass new car parks, carriageways and footways, new bridge construction, bridge refurbishment and repair, and retaining wall construction and maintenance.
Via is inviting interested suppliers to register their interest and provide initial feedback on market capacity, capability and appetite for the proposed framework.
The deadline for responses to the preliminary market engagement is 31 October.
